曾经的“东山少爷”聚集地、广州风情地标之一的新河浦涌社区即将进行综合整治。记者昨日获悉,新河浦涌社区首期综合整治明日正式动工,将按照“整旧如旧”等理念,投资近5000万元对9.36万平方米、246栋房屋的立面整饰、人行道、绿化等进行整治,进一步完善区域公共配套设施,首期工程明年4月完成,届时新河浦涌社区将成为中西结合、适宜居住,有中国近代建筑风情的成片传统民居保护区,成为岭南建筑文化和传统民俗展示的窗口。

政府投入  市民无需掏钱

由于自然因素和人为使用因素,新河浦涌社区目前不少房屋已出现外表陈旧,与复建的中共“三大”旧址不相适应,道路、绿化等公共配套设施也跟不上社会发展要求,因此根据市政府的部署,越秀区政府决定分两期对新河浦社区进行综合整治。

此次整治范围为东起培正路、培正东路和达道路,南临合群二马路、新河浦路、美华北路,西至恤孤院路、江岭下街、东山大街,北抵光东前街、瓦窑旧街、烟墩路、培正一横路及新河浦四、五路,占地146000平方米。其中一期整治工程项目占地9.36万平方米,房屋246栋,工程总投资4920.32万元,二期占地面积52900平方米,房屋128栋。而此次整治采取的是政府出资、业主配合的方式,房屋建筑的外立面整饰将无需业主出钱,整治期间也不需要整体搬迁,尽量不影响居民日常生活。

据越秀区副区长卞勇介绍,整治总体的方案设计是以恢复区域历史风貌为主,适当引入文化元素,完善公共配套设施,强调主要道路沿线的整体效果和路段内建筑、围墙、绿化、路灯等的整体协调。整治工程主要包括“三线”下地、绿化、广场建设、拆违、规范防盗网和房屋立面整饰等内容。

而据介绍,按照计划,新河浦涌社区整治工程中,“三线”下地、道路(车行道)工程和“拆网”、“拆违”工作计划将于明年1月底完成,而房屋装饰、绿化(包括拆迁及绿化广场)和人行道改造工程计划则将于2008年4月底完成。

“整旧如旧”保持原有风貌

“整旧如旧”、保护旧民居是贯穿此次整治工程的一个重要原则。房屋建筑的外立面整饰是此次工程{zd0}一项,由于在新河浦早期整治工程中对部分历史建筑围墙的外立面进行处理,使其失去了原有历史风貌,“以前走了一些弯路,现在一定要吸取教训”,卞勇表示,新河浦保存了很多文物古迹和历史建筑,对于这些建筑一定要尽量维持原有风格和肌理,“我们不用新油漆、新式砖片,对于饰面松动剥落的,尽量找回旧式砖头、印水泥花工艺,进行局部整修”,卞勇说,房屋建筑的整饰关键是要延长其“生命力”,并非翻新。而据介绍,今年整治重点房屋121栋,需整饰立面面积近8万平方米,计划投资总额约2100万元。

除了文物古迹和历史建筑尽量保持原有风貌外,其他解放后兴建的房屋建筑也被纳入风貌匹配区,整治改造要与街区色彩建筑形式保持协调一致,连人行道的红砖、路边的路灯都要保持仿古特色。

新河浦涌社区整治方案

建筑单体设计:对历史文化保护建筑严格依照《新河浦历史文化保护区保护规划》规定的单体规划设计条件,开展单体方案设计,以尽量保留其原有的建筑风格和肌理,修旧如旧。

围墙设计:对历史文化建筑的围墙恢复其原有的历史风貌;对于普通建筑的围墙,力求在色彩和立面建筑元素上做到与周边历史文化保护建筑和路段环境相协调。

建筑立面整饰方法:按照建筑物外立面的现状进行分类处理,通过采取清洗、打磨、保护、修复等手法恢复立面墙体和外飘构件等,以保护、维修现有建筑。

道路、“三线”基本做法:主要路段“三线”实现下地处理,次要路段或支路做到拉挂整齐,道路改造为沥青混凝土路面,并对部分路段重新划分停车带,规范停车保障道路畅顺,并增设人行过街通道。

绿化改造工程:将部分房屋建筑围墙改造成园林式景观墙,以{zd0}限度增加区域绿化面积;新增两个绿化休闲广场,面积约1565平方米。
