收费指导标准改为“菜单式”

深圳现行的住宅物业管理服务收费指导标准是1997年制定发布的,已经不适应现今发展。为此,经过两年多的反复论证修改,深圳市物价局联合深圳市国土资源和房产管理局于昨日发布了《深圳市住宅物业管理服务收费指导标准方案(征求意见稿)》,向社会公众征求意见。

在这份征求意见稿中,对住宅物业管理服务收费指导标准的形式作出重大调整。即由现行的“综合式”改为“菜单式”。深圳现行的收费指导标准是区分多层住宅和高层住宅两种住宅物业类型,每个物业管理类型分成四个收费等级,每个收费等级有收费指导标准和对应的服务内容。需要注意的是,每个收费等级对应的收费指导标准是一个综合式的价格,即包含了全部物业管理服务项目、加总各项成本构成的一个综合价格。

而征求意见稿将指导标准的形式改为了“菜单式”,所谓“菜单式”是根据物业管理服务收费的成本构成,将物业服务收费细分为综合管理、共用部位与共用设施设备的运行维护、园林绿化、清洁卫生、公共秩序维护五个项目,每个服务项目划分为五个等级,每个收费等级对应收费指导标准和服务内容。

前期物业收费要在合同注明

记者看到,这份“菜单”内容非常详细,既有每个项目的基本要求,又有分级服务详细要求。以综合管理这个项目为例,在分级服务要求中依据服务等级的不同给出了5至7项的详细要点,包括管理人员的资质、社区文化活动、对业主投诉处理率等。

这份详细的“菜单”有什么作用?物价部门负责人告诉记者,目前深圳物业管理收费实行政府指导价,而在征求意见稿中则进行了改变。即住宅物业(不含别墅)前期物业管理服务收费实行政府指导价,指导价的标准不得超出“菜单”内容。如果由于物业的特殊性,物业管理企业提供了指导标准中{zg}服务等级未涵盖的服务内容、服务深度,收费标准需超出政府指导价标准的,则需按程序报物价局审核(所谓的前期物业,指的就是新房出售尚未成立业主委员会的小区,由开发商明确物业管理收费价格及内容后在购房合同里列明);已经成立了业主委员会的住宅物业以及别墅则实行市场调节价,由业主与物业管理企业自主协商确定物管收费价格。这份“菜单”出台的作用就在于弥补业主专业知识的不足,让业主能依据该菜单作为与物管协商的依据。{zh1}协商出来的价格既可以高于这份菜单,也可以低于这份菜单。

“菜单式指导标准可以针对具体物业管理的实际情况,组合出至少3125种收费标准,而综合式的收费指导标准仅有5种”,物价部门负责人表示,新的收费标准实行后,意味着业主有3125种收费标准作为基本参考依据,价格wq实行了市场化。

收费上调须业主大会同意

根据测算,在收费指导标准的收费水平上,根据物业管理成本情况、市场变化等因素,对现行收费标准作出了适当调整。多层住宅的{zg}一级和{zd1}一级的收费指导标准为1.3元/平方米·月和0.6元/平方米·月,比现行指导标准分别上调30%和20%;高层住宅的{zg}一级和{zd1}一级的收费指导标准为3.9元/平方米·月和1.9元/平方米·月,比现行标准分别下调13%和27%。

“虽然多层住宅收费标准有所上调,但是否要调整要经过业主大会同意”,物价部门负责人表示,出台后市民的物业管理费是否调整的问题,方案作出了明确规定:新政策出台后开始物业服务并收费的,物业服务收费标准应按新规定执行;新政策实施前,物业建设单位与物业管理企业已签订前期物业服务合同约定收费标准且尚未到期的,物业服务收费标准仍按原合同执行,合同到期后按新政策规定执行;新政策实施时尚未成立业主大会且未签订前期物业管理合同约定收费标准、但经价格主管部门核定收费标准的,在业主大会与物业管理企业重新约定收费标准前,可继续执行原收费标准。原收费标准低于或高于新的指导标准的,经业主大会同意,可以调整收费标准。记者还了解到,目前深圳尚有50%的小区未成立业主委员会,对于这部分小区则仍然按照前期物业管理服务收费实行政府指导价。

新规变化
