高楼要炸的消息，让周先生情绪低落了几天，每天站在阳台上，看着高楼直直地发呆。“我怎么也想不通为何要炸。这两天，我正在给有关部门写信，呼吁能否保留。”周先生说。他旁边的桌上，放有一叠刚装封好的待发的信。
许多市民知道高楼要被爆破的消息后，他们在诧异叹息之余，有的选择了网络表达自己的声音和意见。

应建立严格完善的问责机制
江南大学一位不愿透露姓名的教授在接受采访时表示，爆破医院大楼的事可分两个层面来看：{dy}，大楼当初怎么规划的；第二，大楼是不是非炸不可。
这位教授说，对于{dy}个层面，可能有2个原因，一是规划部门短视，只看眼前，不顾长远，二是长官意志，“拍脑袋”工程。一些大型建筑的规划设计，全凭少数决策者“拍脑袋”或者在领导划定的圈圈里论证，新任领导上任看着不顺眼，于是一声令下又要拆除。
炸大楼也是值得商榷的。政府为何不留而是同意炸掉，主要是为了卖出更高的地价，建造更高的摩天大楼。说到底是地方政府城市发展理念的偏颇，是法治观念的淡薄。一些领导盲目追求政绩，追求短期利益和表面形象，只求在任期内搞几个“像样子”的工程，以及由此带来的GDP的攀升，而不讲长远利益和综合效益。领导认为建就建，认为拆就拆，使城市规划成为无可奈何的一纸空文，使城市建设陷入反复拆建的恶性循环之中，而由此造成的损失，表面上看起来是开发商埋单，实际上最终还是老百姓的血汗钱。

无锡市{dy}人民医院综合楼位于繁华的市中心，虽然周边高楼林立，但其雄伟的造型依旧十分夺目。大楼正、侧面的“无锡市{dy}人民医院、无锡市儿童医院”几个镏金大字，站在几百米外的马路上都清晰可见。
大楼如今俨然已是一个大的工地。蓝色的玻璃幕墙砸得千疮百孔，每层的窗口都被拆下，成了一个黑乎乎的大洞。楼内已是空荡荡，垃圾遍地，灰尘乱舞，叮叮当当的敲打声和刺耳的电钻声此起彼伏。
一位施工人员告诉记者，楼内可用的值钱东西已拆得差不多了，过几天，就要进入实质性的主体拆迁阶段，主要工作是爆破。
大楼的建设简介显示：该楼是无锡市政府和无锡市{dy}人民医院共同投资建设，建筑面积39145平方米，22层，高98米，总造价3776.70万元。大楼为框架结构，施工中采用了粗直径钢筋连接gx新技术。大楼1997年12月15日开工，2000年9月19日竣工。
关于综合楼建设和使用情况，已并入无锡市人民医院的原无锡市{dy}人民医院相关领导婉拒了记者采访，“大楼爆破前夕，谈这些很敏感，也不适合。”
“拆与留，不是我们职责范围内的事，我们也不便评价。”一谈到即将被爆破的22层高楼，无锡市医院管理中心和原无锡市{dy}人民医院的一些领导均予以回避。
无锡市人民医院宣传科负责人说，“无锡市{dy}人民医院的撤并与搬迁是由政府决定的，不是某个单位和个人能随意改变和决定的。我们只是执行上面的决定。要采访，你去找政府。我们是不可能讲的。”

无锡市规划局一位工作人员告诉记者，无锡市{dy}人民医院综合楼，1997年初通过规划批准，2000年9月建成，“当时是医院发展的急切需要，规划建设的起点和标准都比较高。”这位工作人员自己可能都没想到的是，2003年，政府对无锡市{dy}人民医院地块规划进行调整，土地性质由医疗变为商业。也就是说，大楼刚建成3年，其被拆的命运已基本锁定。
针对如此短的时间内规划发生质的变化，市规划局一位工作人员解释，“城市规划工作起步晚，局限又比较多，尤其在上世纪90年代，很难达到现在的标准和要求。”
这位工作人员说，市{dy}人民医院地块的规划调整是一次重大科学决策。2002年底，市中心的二院、妇幼保健院因硬件条件所限，深感业务发展受阻，相继提出要建造新的大楼。市政府应时而动，针对老城区2.7平方公里的范围内聚集4家大医院，且大都处在交通梗阻地带，与无锡城市规模不断扩大、市民居住小区不断分散形势难以适应的局面，提出全面整合无锡卫生资源的方案。该方案经有关部门组织专家10多次论证后基本定锤。2003年8月，市政府正式决定，投资10多亿元，在距老城3.2公里的地方建一家占地19.18万平方米、总建筑面积达25.62万平方米、床位2000张，拥有当今{zxj}诊疗设备的超大型医院。
2007年12月，医院正式建成使用，取名无锡市人民医院，市{dy}人民医院、儿童医院与市第五人民医院整体撤并搬迁进来，市第二人民医院、市第三人民医院的部分特色科室也同时并入。
大楼建成3年规划便调整
“城市规划工作起步晚，局限又比较多，尤其在上世纪90年代，很难达到现在的标准和要求。”
新的医疗中心建成，面积23050平方米的无锡市{dy}人民医院地块便被政府挂牌出让。2007年9月，该地块以46630万元的价格起拍，经过169回合的角逐，一家地产企业最终以12.01亿元人民币拿下这块地的使用权，并创造了无锡近年来地块均价之最。
市规划局工作人员说，市{dy}人民医院地块位于城市中心核心区域，商业十分发达，也是无锡市目前发展最为成熟的CBD商圈。这块地能拍出如此高的价格，从另一个侧面说明规划调整是正确的。
按照规划，无锡市{dy}人民医院地块将是一个集gd五星级酒店、办公、{dj0}商业等为一体的综合商业体，建成后，该项目也是无锡市中心区域为数不多的gd建筑，而约250米的建筑高度也将再次创造无锡市解放环路以内区域的建筑高度之最（在建红豆国际广场高度约为248米）。
