“白鹅潭经济圈以带动荔湾、服务广佛、辐射泛珠三角为目标，以现代商务和总部经济为主导，集现代商贸、休闲旅游、创意产业、高级商住以及餐饮服务于一体。十三行商圈则充分挖掘‘海上丝绸之路发源地’的历史文化内涵，以上下九商业步行街为轴心，连通周边的华林玉器城、锦纶会馆、荔湾广场中国水晶宝石城，推动十三行地区专业市场提升经营档次，美化周边环境，促进西关文化、现代科技、商贸旅游交融互动，突出‘食在广州、味在荔湾、源于泮塘’的特色，同时在泮塘一带加快推进广州美食园建设，打造‘yb落幕的美食节’。”
做强做大七大服务产业
“在现有的服务产业基础上，我们还要进一步调整，做大做强。”刘平提到，根据荔湾区的实际情况，可以在七大服务产业上面下工夫。
“一是创意产业。巩固‘北港南湾、西岛中园’发展格局，以国际信义会馆、广州设计港、国际陶瓷城、广州工业设计国际交流中心等为载体，根据不同的发展方向和重点，制定不同的发展规划，分类重点推进，大力发展工业设计、广告、动漫、手工艺术等都市型创意产业，做好广佛创意岛和滨水创意产业带的推进工作。
“第二是现代物流业。广东塑料交易所就是一个很好的成功例子，这是一间民营的企业，他们的老板原本就是从塑料生产行业里面走出来的，现在从生产转为了中介服务，企业效益却获得了高速度的增长。我们要将传统的仓储、市场租赁、现货交易模式，转变成以信息技术为依托、采用电子数码技术为主的交易模式，构建专业商贸物流平台，建设服务珠三角、辐射全国的物流配送基地。
“第三是总部经济。要形成荔湾区具有标志性的总部集聚区。第四是信息服务业。第五是旅游业。这一点可是荔湾区{zd0}的优势，要充分利用区内自然风光、历史古迹、人文景观资源的丰富条件，加快对辖区内旅游资源的整合和综合开发，从旅游线路设计、旅游信息化建设、市场促销和建立质量体系等环节着手，加强管理，统一布局，保持特色，丰富内涵，提高效益。着力打造西关风情和水秀花香特色旅游品牌，加快旅游产业化进程。
